Sub-registrar offices in Navi Mumbai

Which office

Under the Registration Act, 1908 a document affecting immovable property is presented to the sub-registrar within whose sub-district the property is situate. The sub-districts follow the revenue villages and, in Navi Mumbai, the CIDCO sectors that sit on them, so a flat in Vashi goes to one office and a plot in Kharghar to another, whichever city the parties live in and wherever the advocate sits.

The line that matters most runs between Thane and Raigad. Vashi, Sanpada, Turbhe, Nerul, Belapur, Kopar Khairane, Ghansoli and Airoli are in Thane district; Panvel, Kamothe, Kalamboli, Kharghar, Taloja and Ulwe are in Raigad. The district decides the office, the ready reckoner on which market value is taken, and where an appeal on stamp duty goes.

Hours and appointments

The offices work from 10:00 to 17:45 on working days and are closed on Sundays, on the second and fourth Saturday of the month and on public holidays. An appointment is booked in advance on the IGR Maharashtra portal, after the stamp duty has been paid; the token fixes the office, the date and the time slot, and the parties attend in that slot with the witnesses. Registration is ordinarily completed and the document returned the same day.

What to carry

The executed document with the stamp duty challan, original identity and address proof of every party, two witnesses with their own identity proof, passport-size photographs, the registration fee, and — where a party attends through an attorney — the registered power of attorney. What else is needed depends on the instrument: for a release deed the devolution papers, for a flat the society’s no-objection, for a CIDCO plot the transfer permission. The office within whose jurisdiction the property lies. Jurisdiction is fixed by the village or sector of the property, not by where the parties live. Navi Mumbai is served by the offices at Vashi, Belapur, Kopar Khairane and Nerul in Thane district, and by the Panvel offices in Raigad district. The office for a particular property is shown when the appointment is booked on the IGR Maharashtra portal.
Is Panvel in Thane district or Raigad district?
Raigad. Property in Panvel, Kamothe, Kalamboli, Kharghar, Taloja, Ulwe and the surrounding villages is registered at the Panvel offices and valued on the Raigad ready reckoner, not Thane's. The rest of Navi Mumbai — Vashi, Belapur, Nerul, Sanpada, Kopar Khairane, Ghansoli, Airoli — is in Thane district.
What are the working hours of the sub-registrar office?
Ordinarily 10:00 to 17:45 on working days, closed on Sundays and on the second and fourth Saturday of the month, and on public holidays. Appointments are booked in advance for a time slot, and the parties attend in that slot.
How is an appointment booked?
Through the IGR Maharashtra portal, after the stamp duty has been paid and the document is ready. The token confirms the office, the date and the time. Both parties, the witnesses and the original identity documents are needed at the appointment.
